For numbers, voicemail.conf only plays back digits, and does not have an alternate mechanism.
It could be interesting to make it able to play numbers, according to say.conf file's content.

Features requests are no longer submitted to or accepted through the issue tracker. Features requests are openly discussed on the mailing lists [1] and Asterisk IRC channels and made note of by Bug Marshals.

The reason why I closed ASTERISK-20657 is specifically because it was a feature request, and not a bug.  The [Asterisk Issue Guidelines|https://wiki.asterisk.org/wiki/display/AST/Asterisk+Issue+Guidelines] notes that Feature Requests without patches are not kept on the issue tracker.
