Have you signed the license agreement?  The patch does not have a license at this time.
Once a license is approved, the patch should appear.

Thanks Dirk! I'll ping someone to give a preliminary review of the feature, but it may be best if you bring the feature up on the asterisk-dev mailing list to discuss with the other Asterisk developers.
