Change the copyright years to "1999 - 2015" instead of "1999 - 2014"

We usually just do this in trunk. The year of the copyright in each release generally follows when the first major release of that version was made.

So it's done based on major not minor? I thought it would have been done against minor, I picked up on it when I installed 13.2 on my pi 2 last night. If it's done against major then feel free to close out this issue :)
