Opus is not yet available for Asterisk 13. It will be available in a future release.

Are you sure? Digium has a download available for it: http://downloads.digium.com/pub/telephony/codec_opus/asterisk-13.0/x86-64/

Yes, that was built as part of the build process automatically however the required changes are not yet in a 13 release and it has not been tested.

Any updates on the Asterisk 13 opus binary? Will it work on 13.8 certified-3?

No further updates. Support for it should be in the next release of Asterisk 13 (13.12) and Certified Asterisk 13 (13.8-cert4). That being said currently, 13.12-rc1 is out and can be downloaded from asterisk.org:

Feel free to give it a try!
