Description:The goal of Asterisk 15 was to encourage and develop modern collaborative tech, like video conferencing, WebRTC integration, etc.

This means operating with higher-quality audio files so that Opus and similar higher-quality codecs can properly transmit higher quality audio.

The bug exists with format_wav.c not working with 48khz/44.1khz files, which are designed to work with Opus. Using a 16khz file over 48khz Opus sounds awful, and leads me to believe this is a bug with Asterisk's ability to process a 48khz file.
