Description:Since the fix for ASTERISK-27902, Asterisk is sending 2 identical 183 responses for every single incoming 183 response.

By reverting commit 98da1971e3342a63be22b32137089e802f2c8af6 onto branch 13, the issue is gone.

[~gaaf], we are going to need more information on this, including logs captured from Asterisk with pjsip logging enabled (pjsip set logger on) and the exact steps you are taking to produce the issue (you can include a simplified dialplan that produces the issue if you'd like). This will show us the 183 responses in Asterisk and give us a better idea of what's going on.
