Description:Hello,
We found a bug at the Asterisk v 13.12.0. as the following:
Make a call from a phone A to phone B.
But when phone A sends INVITE to asterisk.
Asterisk sends back 100 trying to phone A after about 4s.
We don't know what made the delay response.
We are using a primary server and a secondary server.
When the delay response happened, it turns from primary to secondary.

We know that you only support us if it happens at the newest version.
But have you seen this issue like that before?.
Please show us if you have any solutions (patch) to solve this problem?.

This problem can happen if network problems occur and DNS resolution is delayed or fails. This is a known fundamental problem in chan_sip itself. There are no patches to change this. To confirm this you'd need to do further investigation yourself and look at how DNS is used within your environment.

In the future I would also advise using the community resources[1] before opening an issue unless you know it is absolutely a bug. You also have the same access as others and can search JIRA for similar problems.
