Description:When testing PJSIP REFER to a Cisco switch, we discovered that Cisco doesn't follow RFC4488 correctly.  When they receive the norefersub in the Supported header, they do not negotiate the Refer-Sub between Cisco and Asterisk.

Adding a PJSIP global configuration setting to allow not setting the PJSIP norefersub capability in PJPROJECT.

Note: chan_sip does not set the norefersub in the Supported header and Cisco does send the needed subscription information to update Asterisk on the status of the REFER (Transfer).
Default for this setting must be enabled (matching current behaviors).
