Description:The {{ast_sorcery_changeset_create()}} function does not capture all of the differences between the {{original}} and {{modified}} lists that are passed in. It is also not commutative with respect to those two arguments (although this may be intentional - it is not clear from the documentation).

This was the cause of ASTERISK-28492.
