the IP address above is a name server, why is PJSIP directly talking to  name server? The machine has is its own caching name server and "nslookup" reads data from 127.0.0.1:53.
If PJSIP is directly doing name resolution, how do I force ut to go via the local server and not off to the Internet?

PJSIP isn't communicating outwards to that. It received a UDP packet to its SIP port with a source IP address and port of 209.244.0.4:53. A packet capture would confirm such a thing.
